NIO HTTP transport: GET request without operation name causes Synapse to hang

Steps to reproduce:
1) Start Synapse with sample 150.
2) Issue the following request in a browser:
http://localhost:8280/services/StockQuoteProxy
Result: Synapse hangs and the request eventually times out.
Note that this issue is independent of SYNAPSE-479, i.e. it has been observed
both before and after the change.
