Just looking over your code; what is the example of when headers is NOT
an instanceof Map.
When could this happen ?
If this is true then it's a problem for the system; should raise an
exception ?
All transports creates only a Map. Coming to think of it I think HTTP
allows multiple headers with the same name.. If you can verify this, we
need to fix it, across Synapse, Axis2 and all transports :-( .. maybe
keep a List in the map for such headers, and support adding, removing
and getting them..
