Adding Sandesha Policy as a synapse dependancy

Currently synapse gives following error message when it starts since
sandesha-policy jars is not in the class path.
2009-09-28 14:46:55,485 [-] [main] ERROR SandeshaModule Could not load module
policies. Using default values.
