Fail-safe mode can be enable by setting the following property in the
synapse.properties file. (defaults to failsafe.mode.enable=all)
failsafe.mode.enable=localentries,endpoints,proxyservices
failsafe.mode.enable=all
failsafe.mode.enable=none
