Adding an option for send mediator to build the message before sending

In synapse, when sending out the message, the full message is not build by
default. This was done as a performance enhancement.
But if we try to do something with the message (ex. logging) after sending out,
an error occurs.
So it is required to have an option to specify whether to build the message
before sending when required.
