If empty request is sent to the XQery mediator, since it takes the first
element of soap body in the case of replacing the xml content to the message by
default when there is not target xpath specified, the empty soap request is not
processed by XQuery.
For an instance where the soap message header is sent to the XQuery as variable
and expect to replace the body by a xml content regardless of whether the soap
body is there or not, since XQuery takes the first child element the xml
content is not being applied. Which intern has a pre condition to have message
body in the soap request in order to do xquery transformation.
