Ravi Undupitiya resolved SYNAPSE-993.

Resolution: Done
SvnPubSub is already enabled for site directory according to infra. I've tested
this with a test commit into site and this is published immediately onto
http://synapse.apache.org.
Based on Andrea's comment above regarding dist, I will mark this ticket as
done.
