The modal window for editing provision rules, under certain conditions, shows
two distinct button bars: one for general {{Save}} and {{Cancel}} (at bottom)
and one with wizard {{Prev}}, {{Next}} and {{Finish}}.
Having both bars clickable generates confusion, especially in the first step of
creating a new provisioning object when the wizard button bar is not visible
(because of scroll) and only the {{Save}} and {{Cancel}} seems available.
