How to replicate with test data:
# Create group G with dynamic USER membership condition "{{cool==true}}"
(matching {{bellini}}) and {{resource-ldap}} assigned
# Provision G members
Result: G and {{bellini}} are both provisioned to {{resource-ldap}}, but user
membership is not propagated, despite {{LDAPMembershipPropagationActions}}
being selected; this because G's external resources were not available during
propagation task execution.
