Error: InvalidUser [InvalidPassword: Password value was used in the past: not
allowed]
when the user is updated before being approved.
To reproduce the error:
1) Create a password policy with history for a realm X
2) Create a new user inside realm X
3) Set a membership from enduser
4) With your admin, claim and edit the user.
5) Save
7) Try to approve the user
