If starting with an empty database, and no ConnInstance elements defined in the
relevant Content.xml (say {{MasterContent.xml}}) then no Connector Bundles are
reported as available, even if the ConnId locations are correctly populated.
Reported in [mailing

for GUI installer, but applies to every distribution.
