Just worked for me, tested on Windows 10 (given your e-mail signature):
1. downloaded
https://repository.apache.org/content/groups/snapshots/org/apache/syncope/syncope-standalone/2.1.0-SNAPSHOT/syncope-standalone-2.1.0-20180219.133236-1084-distribution.zip
2. unzipped
3. defined JAVA_HOME and updated Path according to [1] (Windows is
definitely not my primary platform...)
4. opened a new CMD window, then
cd
Downloads\syncope-standalone-2.1.0-20180219.133236-1084-distribution\syncope-standalone-2.1.0-SNAPSHOT\apache-tomcat-9.0.5
bin\tomcat.bat
At that point another CMD window was opened, and a confirmation window
to allow the Java process to bind to the port 9080: after saying yes, I
could finally access http://localhost:9080/syncope-console
