When a form is the last step for a User Request definition, no propagation is
happening after submit, even if Tasks are correctly populating the
{{propByResource}} variable.
This is happening because variable values are currently not looked up through
history, in case the BPMN process has ended, e.g. when form is the last step of
a User Request.
