Being classifed as [optional from the SCIM 2.0
specs|https://www.rfc-editor.org/rfc/rfc7644#section-3.5.2], {{PATCH}}
operations for users and groups have been left not implemented.
Some cloud providers (namely Azure), however, can only invoke {{PATCH}}
updates, not {{PUT}}; hence, it would be beneficial to complete such
implementation.
