We have now moved to Java 17. After discussions between Arnab, Matthias, and Me,
we decided to move forward with the update. If we encounter some vulnerabilities
we would handle them accordingly.

thanks everybody who helped out with the SystemDS 3.3 release. With this
release out the door we are ready to switch to JDK 17 (which then
enables a general use of the Vector API). If you have concerns please
speak up, otherwise we could do the switch next week.
