RC1 was withdrawn because its Python package failed to declare SciPy
as a required runtime dependency.
Please download and verify the signed source package, build it from
source, and report what platform and tests you used.
The vote will remain open for at least 72 hours. It passes with at least
three binding +1 votes from PMC members and more binding +1 votes
than binding -1 votes.
