well, I would prefer to use common sense here instead of a fixed workflow. There are many different scenarios of external contributions w/ or w/o JIRA - one size does not fit all. In general, we should create an atmosphere were we encourage people to contribute. However, if a new user likes to take over major items, we should rather break these items down into simpler subtasks in order to ease the ramp-up w/o blocking ourselves.
