OK I read the instructions a little more carefully.

These steps now need to be executed:

1. An Incubator PMC member who is also an ASF member or a PMC chair edits
asf-authorization-template
<https://svn.apache.org/repos/infra/infrastructure/trunk/subversion/authori
zation/asf-authorization-template> and adds a [/incubator/podling]
section. If the section refers to an@podling group, a definition of that
group, as a comma-separated list of availids (usernames), MUST be added to
the [groups] section. Alternatively, just set @incubator = rw as the
section's body.

* complete* per Jakob:

------------------------------------------------------------------------
r854080 | jghoman | 2013-03-11 19:51:54 -0700 (Mon, 11 Mar 2013) | 1 line

Bootstrapping Tajo.

2. An Incubator PMC member runs svn mkdir ^/incubator/podling. The commit
mail will get delivered to the mailing list created earlier.

*done by me in r1459137*

3. The podling community sets up a project site
<http://www.apache.org/dev/project-site#intro>.

Done https://issues.apache.org/jira/browse/INFRA-6018 (requested
https://svn.apache.org/repos/asf/incubator/tajo/site as the SVNpubsub home)

4. An ASF Member or PMC chair files a website creation request
<https://infra.apache.org/officers/webreq>. (If the link is broken, file a
jira instead. Provide the URL of the site source in svn, and for CMS sites
what build system (maven/ant/forrest/shell, or the default Perl-based one)
to use.)

Done https://issues.apache.org/jira/browse/INFRA-6018

Cheers,
Chris
