Tajo worker generates a physical plan from a logical plan received from
QueryMaster. However, some plans need to force a physical planner to choose
specified algorithms.
Traditionally, Enforcer plays a role to provide physical properties of a query
plan and enforce physical algorithms. We also need this feature.
