I've just updated the tajo's incubation status.

Please check it.

The first item of distribution rights was verified when Tajo entered
incubation.
The second item was verified when we made the first Tajo release.

If any one review TAJO-620 and TAJO-621, I'll commit them soon.
Then, I'll notify these solutions to IPMC vote thread.
