I envision it as a simple spec jar + a reference impl core which works in both
SE and EE.
We could probably also think about specifying/providing a set of annotations
etc which could be used in EE and e.g. Spring. But I'm not 100% sure whether
this should really be handle.
And we should imo only address this once we are sattisfied with our SE core.
