Need repositories for splitting Tamaya into three repositories

Hello John,

we discussed today how we can make Tamaya easier to understand for new 
contributers. One major issue we identified is the very large repository 
that contains many different modules. Each of the modules has a 
different degree

Therefore we would like to splitt Tamaya into three repositories.

The first will contain only Tamaya Core (API and Impl).
The second will contain all mature extensions.
The thrid will contain all unfinised extensions.

Can you help us the get the two new repositories for this? We would like 
to have

- incubator-tamaya-extensions
- incubator-tamaya-sandbox
