Sounds good. It's too early to predict, if it's only a special case here or shift by Oracle regarding the Apache License, but after several months, https://github.com/jsr107/jsr107spec/issues/333 was closed also from Oracle's side, and JSR 107 should get a MR in the near future under the Apache License for all relevant software artifacts (e.g. the API in javax.cache)
If it really was a change of heart, then maybe upcoming JSRs like the Config JSR could use Apache code for their RI, too (one might even dream of the TCK like JavaMoney or JCache, but at least API and RI would be important enough) So either Tamaya or other efforts like Microprofile.io (most things there also intend to use Apache License from what we know) would be in a better position to offer themselves as RI.
