I can oinly say how we did it the last times...

1) We published the artifacts only after a successful vote on the ASF
incubator list. Until then the artifacts were hold in the Nexus repository
prepared to publish.
2) Nexus requires that you also publish the source jars. The full source
distribution IMO has not to be published in Maven central as well (I think
we did it nevertheless out of convenience since it was part of the full
deployment build until 0.2-incubating). Perhaps John knows more details
here...
