TAMAYA-349: Ensure Tamaya builds on JDK 11
This updates the Javadoc and JaCoCo plugins to their latest versions, which
makes it possible to build Tamaya on JDK 11.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/acoburn/incubator-tamaya-extensions TAMAYA-349
Alternatively you can review and apply these changes as the patch at:
