Tapestry 4.1 URL Problems?

I just moved my webapp over to Tapestry 4.1 and I'm seeing some odd  
behavior with the generated URLs.  They basically have one slash too many.

E.g.,
<base href="http://127.0.0.1:9999//"/><!--[if IE]></base><![endif]-->

and

<a href="//Home.html"><img src="//images/header.png" alt="header.png"/></a>

Is this a known problem?  If so, any workarounds?
