I'll have a look at the core POM. I have not modified it yet, though, so I
am not sure why it would work for you and not for me. The only environment
customizations I can see are a couple of servers and the proxy settings, all
in my ~/.m2/settings.xml file.

Maybe you have some other environment config mis-configured? I'd look at
