There are two implementations of PersistentLocale.
org.apache.tapestry.internal.services.PersistentLocaleImpl
and
org.apache.tapestry.services.PersistentLocaleImpl
My guess is that org.apache.tapestry.services.PersistentLocaleImpl is the one
that should stay.
