xlmns:t does not throw exception if excluded from .tml file

if xmlns:t="http://tapestry.apache.org/schema/tapestry_5_0_0.xsd"; is excluded
from the .tml file to a component, no exception is thrown. An exception should
always be thrown if this is excluded, as not including this will cause
subsequent exceptions to occur on the page if dynamic content is being used.
