Optimized paths broken for pages with activation contexts

When a page has an activation context, the relative/optimized urls generated
are broken.
For example, an application with the context of "attendance", page "view", and
activation context of "Sites" (http://localhost:8080/attendance/view/Sites)
generates requests for urls such as:
/attendance/view/assets/tapestry/tapestry.js
