There are at least two ways to have a part of the form only displayed and
validated if some condition (like a checked Checkbox) is met, each requiring
the user to set up a complex interaction of components and listener methods. As
I believe that this requirement is quite common I think it is a good thing to
have out of the box.
If this doesn't belong into core I can live with it being in contrib :-)
