Way to simulate annotations on classes, fields and methods

In many organizations, it is not possible to place annotations directly on 
entity fields (the dependency on tapestry5-annotations.jar is not allowed for 
the entities). It would be nice if there was a way that annotations could still 
be associated with entity classes, fields and methods.  I'm envisioning this as 
one or more configurations into which annotations could be defined, plus an 
easy way (a service) used to create psuedo annotations.
