Palette option reordering broken in IE

The re-ording buttons don't work in IE (6 or 7; probably not for 5, but
untested). The issue is the same as for TAPESTRY-1745, but that issue affected
transferring options between selects, and this issue is for reordering objects
within selects. The root problem is the same, though, just in a different
place in the .js.
