Whoops, I'll withdraw that statement. I really should read the fine print - I was thinking of 3/4 PMC majority but it does say: "PMC by a 3/4 concensus vote (i.e. at least 3 binding +1 votes and at least 3/4 of all binding votes, no binding vetos)." - so it does clarify the rule for outvoting from the PMC and make it simpler.
