I didnt't have enough time today to come up with a fix myself. I spent most of the time tracking down the root cause of my request->302->404 problem. I wonder why the charset ends up in the URL rewriter at all. I'm still struggling to figure out what "before" and "after" mean when applied to decorator ordering. I rather think of those in terms of "inside" and "around".
