Kalle is right, the contentbylabel issue has a different cause. This [1]
makes me think the Confluence index needs to be rebuilt. I'll submit a
ticket to infrastructure.

Meanwhile I've made progress on copying Dan Kulp's code-block-related
changes from the cxf project. I'm having some unexpected Maven dependency
issues, but getting close.
