For Taverna Language I think it is because the files that rat detects
are genuinely unlicensed.
Quick fixes are to edit the pom.xml of taverna-language and
1) comment out the rat plugin, or
2) set the maximum number of allowed unlicensed files for the rat plugin, or
3) add those files to the excludes
The medium term fix, that will be done, is to fix the licensing on those
files.
Stian and/or Donal might have other ideas
