We have an ASF wide account set up for this.

To get access please open an infra ticket. You'll need to provide e-mail
addresses for each RM that needs access. Each address will need to map to:
a) an ASF account i.e. be an @apache.org address or be listed as an
alias for an apache account in id.apache.org
b) linked to a Google account

You'll get access to upload the draft app. Then you'll need to get infra
to grant you permissions to manage the draft app you uploaded.

Note: The process is TBD. If it gets to cumbersome we might just give
all RMs permissions to manage all apps - in which case please be very
careful not to break anyone else's app.
