Taverna Maven Parent should use the new
https://repo1.maven.org/maven2/org/apache/apache/19/apache-19.pom which updates
many plugins:
https://github.com/apache/maven-apache-parent/compare/apache-18...apache-19
This might mean we can reduce our own <pluginDependencies> version overrides.
