Invalid list can grow over time, and transferring it over to region server for
every transaction can lead to sub-optimal performance. Since transaction
co-processors already have access to transaction snapshots (with a few mins
delay), it would be efficient to only transmit the delta invalid list newer
than the snapshot the co-processors have access to.
