Yeah I am aware of this issue. Assigning sub issues requires GitHub  triager 
role, which is a bit higher than the privilege that normal contributors have. 
Committers can do it.

We might be able to add something similar to /take and /request-review commands 
to make this a bit easier for you.

Feel free to explore if you have bandwidth. Otherwise I can investigate this
