Currently there is no way to get vertexConf in VertexManagerPlugin.
ShuffleVertexManager bypass this problem by passing configurations through user
payload. But custom vertex manager plugin may need both configurations and
custom user payload. It would make things easier to expose vertexConf to
VertexManagerPlugin.
