[TEZ-3497] Upgrade Jetty to 9.3.X
[Upgrade Jetty to 9.3.X](https://issues.apache.org/jira/browse/TEZ-3497)
Jetty 6.X have not keep in maintain and should upgrade to the current
version.
You can merge this pull request into a Git repository by running:
