[VOTE] Tez 0.10.0 release deadline

Hi all,
 I'd like to propose a deadline of July 27th for work on tickets to be
included in the 0.10.0 release.

Please +1 or -1 this proposal by July 20th. My understanding is that this
proposal requires a Lazy Majority.
