Upgrading above 1.11 fixes the issue with serial-tests since it was added in
1.12 but this does not fix the issue in 1.11 of the lib/d makefiles using the
AUTOMAKE_OPTIONS. We can do one of the following
a. Change the default automake version to 1.12
b. Look at adding a macro to add 'serial-tests' flag to the automake options
c. Disable lib/d if automake is 1.11
