Resolution: Cannot Reproduce

Fix Version/s: 0.10.0
Work done in THRIFT-3932 resolved these issues for cmake, and cmake builds run
as part of the CI jobs. autoconf has been deprecated, so this issue is no
longer reproducible. Both processor and concurrency tests run in the linux and
windows CI environments with THRIFT-3932.
