In THRIFT-2364 the OCaml build process was changed to use oasis.
In THRIFT-4041 the ubuntu and debian build docker images used in Travis CI were
modified to include OCaml (and opam, and oasis).
Given all the pieces are in place, adding support for "make cross" with OCaml
is the next step to fully support the language.
