I'm closing this as "Later". Attempting to move the project to dotnetcore
2.0.0 while switching the docker image to Zenial conflates too many things. I
will resubmit a new story into the backup to move us to dotnet 2.0.0 once the
xenial docker image conversion is done. I got about halfway through this work,
using "dotnet migrate" and moving solution files and editing as needed to get
things almost working, but the amount of change was quite a lot...
