One of the travis CI build jobs runs build/docker/scripts/sca.sh in the
ubuntu-artful docker image. It looks like artful has an improved flake8 with
more checks. It was causing a lot of errors in test/py so it was disabled. It
needs to be re-enabled and run clean through flake8.
