[~jking3] That is incorrect. Any committer/PMC member for the project should be
able to log in to https://repository.apache.org and use their credentials to
stage a release there and subsequently release to Maven Central. And indeed,
more than one person on the project should know how to do releases (to Maven
Central or just regular releases), so as not to have the entire project
dependent on a single individual.
